How Are Californias New Solar Requirements Being Enforced
In order to erect a new structure, construction companies must certify the building plans with local community ordinances. At this level, exemptions for the PV mandate can be explored. If a property is found to not be exempt from the requirements, then the local jurisdiction and electricity utility are required to approve the solar energy system along various stages of installation.
Do I Need To Offset 100% Of My Energy Usage
Not quite. Each property is assigned an energy budget based on its square footage, and the regulations are tailored to mixed-fuel homes. That means the energy budget is built on the assumption that the home will run off a mix of electricity and gas, with the latter powering your heating, for example.
The new mandate was built with flexibility in mind, and contains certain exemptions. For example, in buildings with multiple dwellings , common areas are exempt from the regulations. That lowers the burden on the size of the solar electric system.
Theres also a compliance credit for adding energy storage to your system. Storing energy in a battery bank reduces the burden on the utility grid. Homeowners who opt into energy storage are allowed to reduce the size of their PV array by 25%. So if youre on the hook for 4 kW of solar, you could build a 3 kW system with energy storage to satisfy the requirements.
What Is Required To Comply
One of the most important things to understand is the required size of the PV system under Californias solar mandate for new homes. The policy establishes a minimum PV system size for a home based on the buildings projected annual electrical usage.
Minimum PV system size is calculated based on the conditioned floor space and the climate zone where the building is located. In order for a home to receive a building permit, the builder will need to demonstrate that it will have a solar system of at least that size.

Aside from requiring compliance with the minimum system size, the policy allows some freedom for solar contractors and builders to meet the requirements in different ways. For one, developers could choose to install a community solar installation for a group of homes instead of putting rooftop solar on each building. However, they would need to be able to demonstrate that it would offer equivalent benefit to residents as if they had solar on their own home.

California Becomes First State To Require Solar Panels On New Homes
Solar panels will be a required feature on virtually every new home built in California, under a policy advanced Wednesday by California regulators again putting the state in the forefront of government controls over climate-warming carbon emissions.
The California Energy Commission voted unanimously, 5-0, to recommend energy efficiency standards that are set to be added to state building regulations later this year, effecting all construction after Jan. 1, 2020. The rules will make California the first state in the nation to require solar panels on new homes.
“This will be nothing short of historic for our state and for our country,” said Bernadette Del Chiaro, executive director of the California Solar & Storage Association, an industry group. “California is once again betting on the sun and putting real policy behind grand vision.”
The requirement will apply to single-family homes and to apartment and condominium complexes of three stories or less. Solar installations have become so cost effective that they are included in more than 15,000 homes built each year in California, even without the directive from the state. In 2020 and beyond that number promises to increase to 80,000, the number of homes built each year in the Golden State.

California Solar Mandate : Home Requirements
Californias 2020 Solar Mandate requires all new homes to install solar photovoltaic systems. These requirements are based on the floor area of the home and the climate zone. There may be exceptions to the mandate, like a property being too shaded or having too small a roof to install solar panels.
The solar panel systems must be sized to provide for the full annual energy usage of the home. In the hopes to increase home energy efficiency, its expected that sizes will generally range between 2.7 kilowatts and 5.7 kilowatts under the new Title 24 requirements. These average system sizes are because new homes will be more energy efficient overall.

Does The Solar Power Requirement Apply To Housing Developments What About Custom Homes
The requirement applies to all homes. Home builders have the option of directly installing panels on each home they build, or to build shared solar power systems that power a group of interconnected homes.
The requirement does not apply to multifamily units and other large developments standing more than 3 stories tall.
How Large Does The Solar Power System Have To Be
The California Public Utilities Commission originally considered requiring that new homes be net zero energy, meaning that 100% of a homes energy needs be covered by solar power.
However, they instead opted for a compromise where solar power installations must be sufficient to make a home net zero electricity. This means that only a homes electricity usage must be offset by the solar power installation. Thus, if your home uses natural gas for heating and/or cooking, this energy usage does not have to be accounted for by the solar power system.
The minimum required size of a solar power system is based upon the size of the home. Typically, the absolute minimum requirement for smaller homes is an energy capacity of 2 to 3 kilowatts. But it should be noted that this is on the small side, and homeowners opting to install such a small system will result in more costly electricity bills.

On One Hand: The Case Against The Mandate
Energy wonks and practitioners have offered a range of arguments against the mandate.
1) Rooftop solar is an extremely expensive way to reduce carbon emissions.
That is the subject of the short but pointed letter that UC Berkeleys Severin Borenstein sent to CEC Commissioner Robert Weisenmiller, arguing that residential rooftop solar is a much more expensive way to move towards renewable energy than larger solar and wind installations. Rooftop solar generates energy anywhere from two to six times the cost of energy from big renewable energy farms.
2) Cheaper emission reductions are easy to find.
They could be had through regulations mandating more urban density, tougher home and vehicle efficiency standards, an increase in the renewable energy mandate, transmission expansion, or almost anything else, really.
3) The mandate will arguably produce no additional emission reductions at all.
California is operating under statewide mandates to reach 50 percent renewable energy, a doubled rate of energy efficiency, and 40 percent carbon reductions by 2030. Mandating one form of renewables doesnt increase the total amount that will be deployed it just shuffles the mix around. In this case, the CEC is mandating a more expensive form of renewables, which, all things being equal, will raise the cost of hitting the targets.
4) This rule was rushed into effect without comment from outside energy experts or economists.
6) Solar eats its own lunch.
Does Californias Solar Mandate Make It More Expensive To Build A House
Yes. As solar panels are required on every new structure, this will increase the overall building costs of any residence or commercial building in California. Fortunately, most purposefully built structures that have solar panels as a standard feature occur less associated expenses than putting solar panels on an existing structure. The New York Times has estimated that Californias solar mandate will add $8,000 to $12,000 to the cost to build a residence.

New Campaign Pushing For Mandated Solar On New Homes In 10 States
The California Energy Commission adopted a sweeping change to the California Code of Regulations effective Jan. 1, 2020, requiring new residential homes in California to have solar panel technology.
BOSTON In January 2020, California became the first state to require all new houses to be built with solar panels. If a new campaign from Environment America succeeds, 10 more states will mandate solar power on their new homes.
Environment America, a national network of 29 environmental groups, is launching a first-of-its-kind campaign calling on at least 10 additional states across the country to set similar standards for solar power on new homes. These states include: Colorado, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Mexico, North Carolina, Pennsylvania and Texas.
While each state may have different goals, the campaigns intention is to introduce bills in 10 states by 2022.

Adding A Solar Battery For Electricity Storage

New California Homes Must Have Solar Panels Not Everyones Feeling So Sunny About That
Californias home solar mandate is now in effect. All newly constructed single-family homes are required to have solar panels on the roofs. In a state with lots of sunshine, that seems sensible, but its been a contentious path putting this law into place.
Builders say that at $8,000 to $10,000 per house, solar energy will drive up prices, and that could make the housing affordability crisis in the state even worse. Advocates say the expense will be offset by lower bills, and then there are the environmental benefits. But some are already looking for loopholes, including an option in the law to build so-called community solar projects, piping in energy from remote solar installations.
That part of the law isnt exactly clear, meaning workarounds could weaken the mandate. I spoke with Pierre Delforge, a senior scientist with the Natural Resources Defense Council, about Californias new solar law. The following is an edited transcript of our conversation.
Pierre Delforge: This is the outcome of roughly 20 years of policy to develop the solar market to the point where now it is thriving without any financial incentives. It is cost effective enough that the California Energy Commission was able to make it standard as part of new construction. Its really the outcome of successful market transformation policy around clean energy.

SMUD originally proposed drawing from an existing solar installation in Fresno to power new housing developments within its service territory, over 100 miles away. But that plan was fiercely criticized by some environmentalists and rooftop solar advocates who said it was too big, too far away and already built. The new plan approved today instead proposed to power the homes with solar from a new installation that will be in Sacramento County.
SMUD also pledged it will use only projects that are inside its service territory, 20 megawatts or less and newly built rather than pre-existing.
Theres absolutely applications where Neighborhood SolarShares makes a lot of sense, and we are trying to fill that gap with options for builders to use instead of restricting them to only a rooftop solution, said Ed Hamzawi, director of advanced energy solutions with SMUD, of SMUDs solar program. Even so, he said theres still room for both community and rooftop solar.
Rooftop solar advocates remain unconvinced. SMUDs program requires participating developers and homeowners to commit to a 20-year contract. While homeowners are able to add solar on their own at any time, advocates say they will miss out on the benefits that make it affordable.
SMUD spokesperson Lindsay VanLaningham said their offsite solar program has no upfront cost to residents, guarantees solar power even on cloudy days and is maintained by SMUD, not the homeowner.

California predicts mandatory solar panel installations will add nearly $10,000 to the upfront cost of a home money that will be recouped through energy savings.
Solar panels will be a required feature on new houses in California, after the state’s Building Standards Commission gave final approval to a housing rule that’s the first of its kind in the United States.
Set to take effect in 2020, the new standard includes an exemption for houses that are often shaded from the sun. It also includes incentives for people to add a high-capacity battery to their home’s electrical system, to store the sun’s energy.
“These provisions really are historic and will be a beacon of light for the rest of the country,” said commissioner Kent Sasaki, according to The Mercury News. ” the beginning of substantial improvement in how we produce energy and reduce the consumption of fossil fuels.”
The rule marks a new phase in California’s environmental policies, which have often set trends and established standards nationwide. The state has set the goal of drawing 100 percent of its electricity from renewable energy sources and sharply reducing greenhouse gas emissions.
