But accusations of bad faith have run rampant.

The Solar Rights Alliance, for instance, accused the Utility Reform Network of using their reputation to attack rooftop solar and promoting false claims. The consumer watchdogs executive director, Mark Toney, responded that his organization is a leader in fighting utility rate increases and supporting a rapid transition to a clean energy economy.

NRDC senior scientist Mohit Chhabra said the groups work is independent of the utility industry.

One of Los Angeles Department of Water and Powers three community solar programs, the Solar Rooftops Program, has been honored for its innovative and effective approach to serving local community needs. The California Municipal Utilities Association recently presented LADWP with a 2020 CMUA Resource Efficiency & Community Service award for first place in the Community Service Programs Large-size Utility category.

LADWP created the Solar Rooftop Program to help more homeowners install solar panel systems on their rooftops, particularly customers who may not have been able to invest in solar in the past because of the high cost of installation. To reduce solar participation barriers, there are no upfront costs, no annual fees and no credit checks or maintenance costs for program participants. Areas of low solar penetration also receive priority enrollment to promote a more equitable solar community in Los Angeles.

Under the program, LADWP owns and builds photovoltaic systems, up to 10 kilowatts per system, on eligible customers rooftops. Rooftop space is leased for use by LADWP which issues the customer an annual check of up to $600. The lease agreement is valid for 20 years and monthly compensation is fixed. Participants can save up to $12,000 throughout the length of the lease.

The Investment Tax Credit

Though not a California-specific solar tax incentive, the federal ITC provides additional and significant savings for solar installations. Every homeowner who buys and owns their PV system can claim and deduct 26% of their solar installation costs from their federal taxes this year. For example, if you install a PV system that costs $20,000, and you owe $6,000 in taxes, you can reduce your tax liability from $6,000 to $1,200 by applying your $5,200 solar installation tax credit.

If the value of your tax credit exceeds your tax liability, you can apply the unused credit to the following years taxes. Using the same example above, if your tax liability was $3,000 instead of $6,000, you can roll over the unused $2,200 to next years taxes.

Note: You can only roll over any unused credit once, and the ITC is in addition to all state and local solar rebates and incentives you receive. Also, the value of the ITC stepped down from 30% to 26% it will drop to 22% in 2023, then to zero for residential installations in 2024 unless Congress renews it.
