    California Single Family Affordable Homes Program

    Californias SASH program subsidizes the installation of solar panels for low-income single-family homes to the tune of $3,000 per installed kW, up to a maximum of 5.0 kW.

    The program is administered by the non-profit GRID Alternatives, which also helps fund the remaining unsubsidized cost of solar panels and provides solar industry job training.

    To be eligible, you must own and live in your own home, have a household income that is 80% or below the area median income, and live in one of a list of low-income communities or a home that is defined as affordable housing.

    Its important to note that most systems installed by GRID Alternatives under the SASH program are not given to the homeowner. Instead, the homeowner benefits from free electricity provided by the panels, while the system itself is technically owned by a third party that is able to realize tax benefits from owning the solar system.

    As part of the installation, homeowners will benefit from a power production guarantee, system monitoring, a 20-year warranty, and additional protections required by the California Public Utilities Commission. After installation, GRID asks the homeowner to make voluntary financial contributions of up to 50% of their electrical bill savings to support the cause of adding more low-income solar.

    SAN DIEGO There is a push for clean energy in communities that may be most at risk to climate change.

    The city of San Diego is partnering with San Diego Gas & Electric and the Center for Sustainable Energy to provide solar panels at little to no cost for low income families.

    The program is called the San Diego Solar Equity Program.

    “It’s targeted to low income folks who otherwise might not get access to clean energy because they can’t afford the $20,000 it takes to put solar on their rooftop,” said Lawrence Goldenhersh of the Center for Sustainable Energy.

    He said the goal is to provide clean energy in communities that historically have had less access to it.

    The program covers up to 100 percent of solar installation costs. In addition, it also covers up to $3500 dollars for electrical panel upgrades to prepare homes for solar installation.

    The city said its paid for by shareholder funds from SDG& E as part of its energy cooperation agreement. The electrical and gas utility said this program is not paid for by the rate payers.

Of course, because of the grant that the HBCU Clean Energy Initiative received from the JPB Foundation, the 10 homeowners in Greensboro didnt have to pay anything to have the solar panels installed. In the long run, the organizers know that this isnt a sustainable endeavor.

    We want to get to a scalable model thats financially feasible, Golatt said. Once we get to a certain level of awareness of free solar, were looking at diversifying how to provide to low-income households who maybe just pay 10 percent to make it more scalable.

    Right now, Golatt said that they are aggressively looking for additional funders to do more projects like the one in Greensboro. They also installed solar panels on four homes in Winston-Salem earlier this year. Currently, theyre starting a similar project in Charlotte.

    One of the challenges is that free panels are not sustainable, said Powell. But what were getting out of this is validation and testimonials so people can see that yes, this stuff is wonderful.

    One of the notable things about this project is the number of partners and collaborations that formed to make it possible. Gene Brown with Community Housing Solutions said that the model could be replicated in other cities if organizations are willing to work together.

    They said, Oh, I dont want to be bothered by this, or, I dont want to be bothered by that, she said.

    Colorado Rooftop Low Income Program And Other State Programs

    This program is unique because the Colorado Energy Office will actually subsidize the entire cost of the installation. However, the stipulation is that the family must have an income of 200% or less than the federal poverty level. For a one-person household, this is $12,880. That means that a person who has an income of $25,760 can still qualify.

    The poverty level goes up for every additional family member. For example, the poverty level for a family of four in 2021 is $26,500 which is more than double that of a single-family home. The other condition is that the family must own the home.
